The current agreement provides for a fair and equitable lump sum payment of $2,500 for PSAC members. In all agreements reached to date, average annual growth is 2.0% per year over four years before the composite effect is calculated. It takes into account economic increases of 2%, 2%, 1.5% and 1.5%, as well as increases of 1% targeted over the duration of the agreements. This section explains how the 2014 collective agreement provided sufficient resources to fully address the market gaps identified in the 2015 joint study. The 2019 study shows that the SV Group`s businesses are generally competitive with their market comparators. Therefore, the 1% available for group-specific measures is sufficient to fill the remaining gaps if PSAC does so. During the current round of negotiations, six separate agencies entered into 17 collective agreements with four negotiators representing 17,000 employees. Table 2 presents the different agencies and units of collective agreements with new collective agreements, their union membership and their population. In the spring of 2019, the government developed a new method of calculating retroactive payments to facilitate their implementation.

The government has also negotiated broader implementation times, fair compensation for staff, recognizing longer deadlines and accountability measures. All of these measures are outlined in the agreement contained in the 34 federal public service agreements. So far, the new methodology has demonstrated compliance with the deadlines agreed under the agreement (chart #5). The employer assumes that the parties have agreed on a common contract on this proposal. Given the magnitude of the bargaining officer`s outstanding proposals, the employer requests that the PSAC consider a limited number of proposals that take into account the current collective bargaining landscape and the recent results of negotiations with other federal public service officials. The large number of proposals makes it difficult for the parties to focus their work on key priorities; a smaller number of proposals should significantly improve the likelihood of implementation. The employer respectfully proposes to the Commission to give direction in this regard and to order the parties to return to negotiations with a reduced number of proposals before the Commission`s report is published. The parties agree that only established agencies that are considered eligible and/or pfA at the signing of this collective agreement and/or receive AFA are all SCC staff in contact with inmates or offenders receiving the Prison Service Specific Customs Allowance (CSSDA), subject to the criteria set out below. Bill C-4 undermines the constitutional rights of federal public service employees to negotiate collective agreements, including the right to strike.
